  SFPD Foot Patrol

 


Supervisor Ross Mirkarimi has introduced legislation calling for the establishment of a one-year police foot patrol pilot program. Under this program at least two police officers must spend a full shift each day walking areas patrolled by 8 of the city's 10 police stations. The ordinance also requires the police to keep detailed records of crime data and make monthly reports to the Board of Supervisors. This would be used to evaluate effectiveness of the pilot program.

  Proposal to Extend Last Call (AB-2433)

 


In December of last year, the SFLNC developed a proposal to extend last call for alcohol. We brought a resolution to the San Francisco Entertainment Commission, which supported it. In January, Supervisor Aaron Peskin introduced a similar resolution to the Board of Supervisors.

  Youth Entertainment Crisis & Legislation

 


San Francisco ranks very poorly in terms of entertainment options for Youth under 21. Currently, San Francisco has only one full time 18+ nightclub and the City Municipal Code only allows 18+ events to operate until 2am. For many years, the San Francisco Police department actively discouraged the creation of new 18+ venues by placing conditions into entertainment permits restricting even restaurants to 21+.

  Ban of Signs on Utility Poles

 


The SFLNC would like to alert everyone about a public hearing on legislation proposed by Supervisor Fiona Ma that would ban signs, flyers or posters attached to City utility poles. This legislation would limit the ability of many communities to post information about concerts, dance clubs, public gatherings, missing pets, political candidates, protests etc. The legislation would restrict such notices to neighborhood kiosks or other designated areas.

  ABC Reform Bill (AB-2296)

 


While our last call legislation was defeated at the State Assembly, the SFLNC and Mark Leno did score a small win recently at the State Assembly. AB 2296, a bill designed to prevent abuse of ABC licensing hearings for bars and nightclubs, passed unanimously with bipartisan support out of the Assembly Government Organization Committee.

When an opponent of a nightclub asks to protest the issuance of a liquor license, the ABC is currently required to hold a hearing regardless of the merits of the opponent's complaint. Often times this hearing requirement is used as a tactic to stall the process with the protestor never even showing up to the hearing. This wastes the time and money of nightclubs and the ABC.

AB 2296 would allow the ABC to require protestors of venues to show some responsibility. If a venue is being protested for unreasonable concerns, the ABC can send a letter notifying the protestor that they find their complaints to be unreasonable and they intend to approve the license. The protestor could still have a hearing in this case, to ensure the rights of having neighborhood concerns heard, but would be required to notify the ABC that they would still like to have a hearing and confirm they intend to show up. Otherwise the ABC and nightclub owners can drop the protest without having a hearing. While this is just fixing a technicality, it has been costing both nightclubs and the ABC needless expense.

   Music & Culture Sustainability Policy

 

Ordinance adding Chapter 90A to the San Francisco Administrative Code to establish a music and culture sustainability policy for City government; provide for development by the Entertainment Commission of a proposal for an on-line permitting system for entertainment-related permits, licenses, and determinations; provide for review by the Entertainment Commission of new criteria for entertainment related permits, licenses, and determinations; establish a process coordinated by the Entertainment Commission for reviewing and possibly revising City Codes to conform to and implement the music and culture sustainability policy; urge the Planning Commission to consider amending the General Plan to conform to and implement that policy; and provide for an annual hearing by the Entertainment Commission to review and make recommendations relating to implementation of that policy.
