SAN FRANCISCO (KCBS)  -- Nightclub owners in San Francisco are urging the Board of Supervisors to pass an anti-loitering measure. They say the proposal is needed to get troublemakers off their sidewalks.

The owners took their case to the supervisors' City Operations and Neighborhood Services Committee Monday, saying crime would be reduced near the clubs late at night. The measure would give police the right to stop and question anyone who spends more than three minutes loitering within ten feet of a nightclub, said Entertainment Commissioner Terrance Alan.

The committee voted to continue the proposal until the police department offered an opinion on it. But Supervisor Chris Daly says he won't vote for it since it violates first amendment rights.
